Exchange 2003 SP1 Account Creation Issue

After installing SP1 on my Exchange 2003 server, I can no longer create
email accounts for new users. The environment is as follows.

Windows 2000 Active Directory.
Exchange 2003 running on Windows 2003 Server
All clients use WinXP Pro & Office 2003

Any help appreciated.
