Group policy or script to set user delivery restrictions

I'd like use the [ADUC\User Properties\Exchange General Tab\Delivery
Restrictions\Sending Message Size and Receiving Message Size] settings
to have different message size limits for sending and receiving.

The SMTP Virtual Server setting works well but only allows one size
for both sending and receiving. The Global Setting doesn't work like
you'd expect (KB298572) and Connector Settings don't apply to us.

I'd like a way to update the above mentioned properties for all users
without manually touching each. Is there a group policy setting or a
policy template you can add to manage this. If not, does anyone know
of a good script?
