Send As for DL not working

I believe that I have correctly followed the procedures
rehashed in dozens of threads here, and it's still not
working.
Environment: Ex2ksp3 on Win2ksp4, chock full o'the latest
patches. Child tree in corporate forest. I think there
is still one Ex5.5 server in the enterprise, so mixed
whatayacallit.
In ADU&C, I have given user1 Send As permissions for
universal distribution list jobs@mydomain.com. (When
that didn't work, I've given user1 Full Control over the
DL.)
I've waited a reasonable time for the change to propagate
through AD, and spurred it along by telling ADS&S to
Replicate Now.
When user1 tries to give jobs@mydomain.com as the From
address for a msg, she still gets error "You do not have
permission to send the message on behalf of the specified
user."
I can't give Send On Behalf Of permission, because jobs
is a DL and not a std mailbox and the Exchange General
tab does not have that control. Since one or two old
threads on this topic implied that display in the GAL was
required, I have made the jobs DL visible in the GAL.
That didn't help. I have skimmed KB articles 281208 &
327000, and I believe I am following their procedures
correctly.
What the #$%! am I doing wrong here? TIA,
