A way to append disclaimer to all ourbound messages?

Our CEO wants a provacy disclaimer as a footer at the end of every email
that is sent from our exchange 2000 server. He wants it done at the server
level so that users cannot opt out. Ideally you would see something
similar to this this text:

"Statement of Confidentiality
The contents of this e-mail message and any attachments are confidential and
privileged, and are intended solely for the addressee. This transmission is
sent in trust, for the sole purpose of delivery to the intended recipient.
Any reproduction or dissemination of this transmission is strictly
prohibited. If you have received this transmission in error, or if you are
not the intended recipient, please immediately notify the sender by reply
e-mail"
