Let me try a different tack...

I know I can log on as a given user and set up an outlook
mailbox for them on my pc. I can then view their mail at
my leisure. However, I still have to reboot and log on as
them. Is there any way for me to add user mailboxes to my
outlook and just open that mailbox without having to be
logged onto the network as them? Sort of like... open as..
