Help with incoming mail restrictions?!

Greetings,
I'm trying to configure my Exchange 2000 Server to restrict incoming email to active user accounts on my network due to a tremendous amount of incoming email eating up bandwidth. Is this possible first of all? Second, how would this be accomplished.
