You could use the NNTP/New Groups on Exchange 2000. If you want a realtime
discussion portal, thenuse the comunities in E2k to start up your own IRC
channels or Instant Messenger for conversations as well.

Public folders are good if your audeince has Exchange access, but Newsgroups
are best for a structured conversation that can be moderated and available
to the public.
