Thank you for your posting here.

>From your post, my understanding on this issue is: You are unable to send
email to the mail-enable public folder. If I have misunderstood, please
feel free to let me know.

Please first apply the latest service pack for Exchange 2000. To do so,
refer to the following links:
Service Pack 3 for Exchange Server 2000 and Exchange Server 2000 Enterprise
Server http://www.microsoft.com/exchange/downloads/2000/sp3/default.asp

Exchange 2000 Post-Service Pack 3 (SP3) Rollup Patch 6487.1

Also, please use the following steps to double check the permission on the
problematic folder:
1. Start Exchange System Manager.

2. Locate the Public Folder Store, and open Public Folder.

3. Right-click a public folder in Exchange System Manager, click
"Properties", and then check the permission.

4. Click the client permission, and make sure the Anonymous and Default
has the right to create/read items and Folder visible.

In addition, collect the following information for further investigation:
1. Test if the issue appears on all the clients, both internal client or
external client.

2. Use SMTP Queue Viewer in Exchange System Manager to check the queues.
Please provide me a screen shot of the results. The detailed instructions

3. Use Message Tracking to track a problematic message. For more
information, please refer to the following article:

Note: You need to enable message tracking first.

4. If there is NDR, send me a coppy. You may send message to my working
email: v-asun@microsoft.com.

5. Please check the application and system event logs for warning and error
messages. If possible, please send me a copy.
