A hard repair (eseutil /p) is done, in the event when there are no backups
to restore the databases from.
Please do look into the application log & see what errors relating to
MSExchangeIS are listed.

Check the consistency of the databases by running the following command
eseutil /mh "d:\exchsrvr\mdbdata\priv1.edb" | find "State"

If its consistent or clean shutdown, then you will have to run the offline
defrag (eseutil /d) & the isinteg (all tests) because a hard repair was run

If you do have a good back, it is better that you restore from tape backup
