Try to run a Exchange 2000 with the /reinstall option. Launch setup from a
Start > Run with the following syntax
<cd drive letter>:\setup\i386\setup /reinstall
This should set the permissions back to defaults. Takes about 20 minutes.
Leaves services running, setup will automatically stop and restart them when
complete.
