Public folder permissions "lost"

Windows 2000 Server, SP4
Exchange 2000 Server, SP2
Software Update Services (latest version)
Lockdown Tool (ditto)

Since installing SUS a couple of days ago -- SUS also installs
Lockdown tool and URLScan-- a folder which I created months ago and
gave all users rights to drop emails into has "lost" the assigned
permissions. Users get access denied when they try to drop emails
into the public folder.

Lockdown had blocked access to OWA so I ran Lockdown tool to revert to
my previous settings, then re-ran it and applied the settings from the
template that matched my config the most (exchange server & owa) to
work with OWA, and this restored access to OWA.

I uninstalled URLScan, but still nobody can drop messages into the
public folder.

I tried fixing the permissions through Exchange System Manager but I
always get the Windows Handle error. I cannot delete the folder
either logged in under my username (owner of said folder) or even
domain admin.

I have not touched anything on the M: drive, if anything affected it,
it would have been Lockdown I guess.

Should I try adding myself to the "Exchange admin" group?

Any other suggestions?
