Exchange 2000 and Blackboard server

We have a blackboard server (on a win2000 box) that links to our Exchange
2000 to send mail. However, it seems that it will only send mail to
recipients within our domain. We get errors in our Blackboard server log
like the following for non-domain emails:

Can anyone help me with this? Is there some setting I need to do in
Exchange 2000 or in our Active Directory to allow sending from one server to
outside emails?
