Rights when connecting to new mailbox through POP

Once a new user and mailbox is created on an Exchange 2000 server is there
anyhting that needs to be to to provide rights to users connecting to those
mailboxes through the POP connection? We have been getting errors stating
that the login is incorrect. However once we sign in to that mailbox through
Outlook on the local network that same user is able to connect to the mailbox
via POP3. Any ideas?
