We are planning to install a new 2003AD infrastructure and migrate our users
to it in stages (new forest and all). We have an Exchange 2000 server that I
want to then upgrade to 2003. Can we do an "in place" upgrade of Exchange or
do we have to purchase a new server, install Exchange 2003 in the new AD
environment and then migrate the users to the new box. I'm trying NOT to buy
an additional server if I don't have to.

You can't move an Exchange server to a different forest; you could do an in place upgrade if you were upgrading your existing domain.
Why are you not doing this?
