The autocomplete cache is a per-Outlook-profile thing. Nothing to do with
the server. So, a new user/profile shouldn't have *anything* in
utocomplete - are you absolutely sure it isn't autoresolve for those
people?

What version of Outlook - if you're using Outlook 2003, are you using cached
mode?
