I set the logging to Maximum of the ExchangeAL group and
rebuilt the RUS a few times, at no point does the
Application Log record any errors.

On further investigation other users on the internet
experience a very simular if not the same issue which is
caused by the ShowInAddressBook Active Directory attribute
not being set correctly. I installed W2K Server Support
Tools on the Exchange Server and loaded ADSI Edit. For
each of the users who do not appear in the GAL the
ShowInAddressBook attribute value is <not set>. After
rebuilding the RUS the value is then set correctly.

What should I try next?
