change outlook password with ad/exchange2000

I used the ADMT tool to migrate accounts over to AD from
exch5.5, installed the ADC, setup the connection agreement
and everything replicated over. I have the accounts setup
so the client must chnage the default password upon
logging into Outlook but it never works. I was able to
get it to work 2 out of 30 times. I have tried from
workstations in the domain, logged into the domain, and
not in the domain and it does not matter. Since I was
able to change the password from different workstatins a
couple of times it makes me think everything i setup
correctly? We are able to change passwords in our nt4.0
domain where the 5.5 server is located from workstations
in and out of the domain. Anyone experience this, or have
any suggestions? It would be appreciated.
