Missing Exchange Tabs on AD Users and Computers

The Exchange Tabs (Exchange General, E-mail Addresses,
Exchange Features, and Exchange Advanced) when you go to
the user account properties using AD Users and Computers
only shows on the FSMO domain controller. These Exchange
tabs do not show if I run AD Users and Computers in the
other domain controllers. Is this the way it should be or
do I need to enable something to make these tabs show up.
Appreciate any help. Thanks.
