As for the server not booting and requiring the floppy disk, I would get a Certified IT Consultant to take a look onsite at what you have to do get the server booted back up into Windows. Once you have accomplished this, you can then bring a new Server into your domain, install Exchange 2003 on it, move mailboxes and then follow http://support.microsoft.com/kb/822931. With that many mailboxes this will be your best solution with purchasing third party software to migrate your users mailboxes.

55 employees in all the locations. They also never removed any old
employees. So I am hoping this will be a time to prune those out and
dump them. :o)
As for the floppy, I think you missed my point. The server will not
boot with out the floppy.It currently has to be there, which is the
point of my concern. When I replace the drives and set up the new
drives, naturally, it won't be needed. But right now it is.

Not sure why the floppy is in the drive but it should not be when booting
the server. As for Exchange, there a few options here I can recommend but I
would first ask how many mailboxes are we talking about?
