Exchange 2007 Postmaster Mailbox Does Not Receive NDR's

Good morning,
I am working with a customer that that wants to have all NDR's, internal and
external forwarded to a postmaster mailbox so that one of the administrators
can monitor the mailbox and resolve any NDR issues. The customer used to have
Exchange 2003 and was recently migrated to Exchange 2007.
The migration is totally complete and all the Exchange 2003 legacy systems
have been decommissioned successfully. Everything in the new Exchange 2007
system works perfect with the exception of the postmaster mailbox.
The Exchange 2007 environment is comprised of 2 OWA servers setup as network
load balance and another Exchange 2007 server that acts as a HUB-Transport
and Mailbox Server. All Exchange 2007 servers are on the same site and the
customer currently has 3 domain controllers setup as global catalog servers.
I followed the Microsoft article
http://technet.microsoft.com/en-us/library/bb400930.aspx step by step several
times already but for some reason the NDR's never reach the postmaster
mailbox.
Does anyone have any idea why this could be happening?
