Exchange 2007 "smart" journaling / evolved message sorting

Hello everyone,
one of my clients is asking me to give a solution for a particular
need concerning message sorting in an exchange organization.
Actually, in his enterprise they make great use of public folders, in
fact it's quite common for them to "drag" mail from outlook clients to
public folders for enterprise-wide availability. Messages are sorted
based on "external sender", generally per-domain.
What i'm wondering is: is there any way to implement organization wide
rules to accomplish such a task via third party software? Or better,
is exchange natively capable, maybe trough powershell scripting?
