- Do the new accounts you're trying to create use the same DNS/SMTP domain?
- If not, you'll first need to add a Recipient Policy for each new domain
you want to add.
- Are you creating the new accounts from a computer that has Exchange System
Mgmt tools installed?
- Do you see the Exchange properties pages when you create new accounts?
- Are the Exchange-related attributes populated in new account properties?

I am hosting two websites running 2k3. I setup two email accounts one
for each. I set them up creating users on AD and it created the email
accounts. The problem I have is that when I want to create addititonal
emails , using the same method with AD, I am not able to receive email
with the new ones. Emails sent to the new addresses are just lost.
I would really appreciate help on that.
I answer yes to all your questions except Recipient Policy. I am using
only Default Policy.
