How to configure Exchange 2007 to prevent spam relay

I just installed MS Exchange 2007 and configured the Receive Connector
(Default <server name>) to receive mail from ANY remote servers (IP address
0.0.0.0 - 255.255.255.255). The problem lots of spammer will then use my
Exchange server to relay their spam and as a result will use up most of the
resources. I have set the Permission Groups to Exchange Users & Exchange
Servers but spam email still use a large amount of system resources.
Can someone show me what to do to solve this issue? I have though about
configuring Exchange so that relay email can't be send to external domain but
not sure how to do it. The other problem with this method is that spammers
can still send spam emails to our internal users. Can someone please let me
know what to do to fix this?
