I would try posting to ISA Server newsgroup as it does sound like ISA is not configured properly if OWA is working internally without issue.

I seem to be having issues logging on with OWA. I am in a an ESX
environment, and created a multi site exchange environment. My CAs
servers have been setup to use basic authentication, and both internal
and external URL's match to mail.xxx.com. Created and added an
internal SSL certificate with a matching URL
I have an ISA 2006 server which I published an OWA rule, and imported
the internal SSL certificate into the ISA server.
When I try and log on to the OWA the logon screen does appear,
everytime I enter my credentials, it goes through the process of
trying to authenicate, but fails... the wried thing is that the OWA
screen does not error. My credentials disappear and I am asked to
try again. I can connect internally to OWA, so i am sure is it
related to ISA but I'm not sure what is the cuase of the issue..
Any help would be gratefully recieved
