Upgrading from 5.5 to 2003, error 0XC1030B11 whilst installing SRS



Current setup:
Windows 2003 AD in native mode
Exchange 5.5 SP4 on Windows 2000 box (EX1)
Attempting to install Exchange 2003 on Windows 2003 member server (EX2003)

I have run all the Exchange Server deployment tools (DCDIAG, NETDIAG,
ForestPrep, DomainPrep, ADC etc) successfully without any errors.

When it comes to installing Exchange 2003 on EX2003 it reaches "Installing
Site Replication Service database and initializing" before it hangs for a
while then returns the following error:

"Setup failed while installing sub-component Site Replication Service with
error code 0xC1030B11 (please consult installation logs for a detailed
description). You may cancel the installation or try the failed step again."

Consulting the installation log reveals the following errors:

Eight/ou=HQ/cn=Microsoft DMD Naming Context, to server EX2003
[12:25:45] Entering ScAddNCReplica
[12:25:45] Entering Sc_dra_replica_add
[12:25:45] Attempting to add a replica of naming context /o=Phase
Eight/ou=HQ/cn=Microsoft DMD, from Server EX1 to Server EX2003
[12:25:45] Replication encountered a connection failure error.
[12:25:45] Replication encountered a recoverable error. About to sleep for 1
seconds.

Error code 0XC1030B11 (2833): A connection could not be made to
the remote directory service, possibly due to network failure. Be sure that
both directory services are running and that your network is available, and
then try connecting again.

I have consulted the Microsoft KB and found this:

which suggests that this is due to a networking issue. I have attempted the
resolution it suggests but to no avail.

EX1 can ping EX2003 by IP address, NetBIOS name and FQDN
EX2003 can ping EX1 by IP address, NetBIOS name and FQDN
Both servers can ping our DCs by IP address, NetBIOS name and FQDN
Our DNS server has both servers registered correctly
All servers have an up-to-date HOSTS file
All servers have an up-to-date LMHOSTS file
All servers are pointing to the same WINS server, which has correctly
registered them
EX2003 is logged on using the Exchange service account and during the
install I have specified this account wherever possible

The errors above talk about ensuring both Directory Services are using the
same logon but the service is never installed on EX2003 as it never gets that
far.

If somebody can help or has any suggestions it would be much appreciated as
I have tried everything and this is driving me mad! All references to this
error on the web do not seem to feature any solutions save for the ones I
have tried.
