You are correct in that you can't have four Exchange orgs, but then
again, you don't need them.

Question for you though, what is the bandwidth between the locations
and why are you expecting something as controlable as the VPN to fail
but don't anticipate your Internet link failing?

The bandwidth question is critical to the piece of advice you're
asking for.
