cannot uninstall Exchange 2003 from a DC

I have an Exchange 2003 Server running on a Windows 2003 domain controller.
I installed Exchange on a member server and migrated all of the mailboxes off
of the original server that was also a DC. The idea was to then uninstall
Exchange 2003, run dcpromo, and then install Exchange again, so that I could
remove its "domain controller" functionality.

All the mailboxes are moved, but when I go to uninstall Exchange, I get the
following error:

I get this for all of the components - even the Systems Management Tools.

At this point, I'm guessing I have to uninstall Exchange manually. Are
there issues with doing it this way when it's the only combo DC/Exchange
server in your organization (eg. I have other DC's, and other Exchange
servers, but no other Exchange servers with the dual role of a DC)?

Is there anything else I can do?
