That setting under the limits tab refers to the "dumpster", not the
deleted items folder. If you are focused on the deleted items folder,
and then go to Tools/Recover Deleted Items, that is the dumpster and
that is where the items are kept for 7 days unless you manually clear
them.
Its a good thing, as it allows your end users to recover items without
you having to go to backup to recover.
