They are set. I actually emailed one of my instructors I had for the
MS Exchange 2003 class I took on my way to getting my MCSE and he
duplicated the same error. He said it was always his understanding
that assigning just send as was sufficient but had never tried it. He
did try that and got the same error I am getting so it must be
something else.
Any more ideas?
Sorry, I can't think of anything - did you try assigning send as rights to
another, brand new, regular user/mailbox as a test?

Tried sending TO internal and external recipients from her outlook
using his address in the FROM field.
The only permission I granted on his account to her is the send as
permission.
Why is it saying there is not permission to send to any recipients?

Sounds like the send as rights aren't really set, honestly. Double
check. Try with another account.

In a new message in Outlook, she needs to put his name/address in
the From field. (View | From Field).
You might ask the owner if he really wants this - there's something
he can configure himself, in Outlook, in the Delegates tab in
tools | options...."Send on Behalf Of" will let the assistant send
mail that initially looks as though it were sent from him, but
when the recipient opens it, it will say "From Joe Bloggs on
behalf of My Boss".
