Per year? Why would there be a recurring cost like that? Was this to be a
hosted solution?

The current client authenticates via imap using a username and
password. The reason we would want to stay with this setup is that
firstly the email system has changed so many times lately that users
are sick and also the current system forces the users to log into the
e-learning portal which they are supposed toi check every day. We
would probably go to Webmail or Outlook access in the end though but
the cost is going to be too high I think for the budget we have.

You're welcome - maybe it's best to stick with the working solution you have
now. Exchange is kinda overkill for POP or IMAP.

That's an incredibly difficult question to answer with so little
info, sorry.

You should check....and you will need E2003 Enterprise and some
decent hardware for this.

and some
licences but not that many.

You'll need to correct that, of course. :)

How much do licences cost?

Ask your reseller or call Microsoft licensing directly, for any/all
licensing questions.
