I did that and no matter who it is sent to it gets this as an
undeliverable message-

You do not have permission to send to this recipient. For assistance,
contact your system administrator.
MSEXCH:MSExchangeIS:/DC=local/DC=<domain>:<servername>

Tried sending TO internal and external recipients from her outlook
using his address in the FROM field.

The only permission I granted on his account to her is the send as
permission.

Why is it saying there is not permission to send to any recipients?

In a new message in Outlook, she needs to put his name/address in the From
field. (View | From Field).

You might ask the owner if he really wants this - there's something he can
configure himself, in Outlook, in the Delegates tab in tools |
options...."Send on Behalf Of" will let the assistant send mail that
initially looks as though it were sent from him, but when the recipient
opens it, it will say "From Joe Bloggs on behalf of My Boss".
