SBS 2003 Can't get OWA on Port 433

I have a SBS 2003 server that I am trying to setup OWA on. It is a
single NIC setup with a Netgear FWG114P Router infront of it. I've
went through the wizard and setup so that it publishes all the services
on the web and still nothing. I've forwarded ports 443,444,4125,135
from the router to the server's internal IP 192.168.2.10. I verified
that it is forwarding these ports by checking the log on the router. I
have also disable and renabled the Windows firewall and confirmed that
it sees the connections via the pfirewall.log here is a clip from it
when I try to telnet in on 443.

The telnet response is: Could not open connection to the host, on port
443: Connect Failed
When I run netstat -a |Find "https" I get the following
TCP wpserver:https wpserver.domain.local:0 LISTENING
Everything works internally with the server name and also the internal
ip address, but doesn't work with the external ip address. I just
rebuilt it and am still having the same problems. OWA will work if I
change the SSL port to a different port such as 4444 and browse to that
port by typing in https://address.com:4444/exchange, but I need it to
work on 443 for RPC over HTTP with SSL.
