This sounds more like an IIS issue if we can't stop the service. Is
IISAdmin set to start with the Local System Account? Are you able to set
the service to Disabled and reboot? This may allow you to uninstall the IMF
and then you can restart IIS at that point. I've researched a case where
someone used msconfig.exe (they copied it from an XP machine) to their
server and used it to stop the IIS service and reboot, made their change (in
that case, it was to install .NET framework 2.0), and then they restarted
with all services started.

While try to remove the Intelligent Messaging Filter that is required
before
upgrading to Exchange 2003 server Service Pack 2. The uninstall stops with
the following error:
Microsoft Exchange Intelligent Message Filter -- Error 1921. Service 'IIS
Admin Service' (IISADMIN) could not be stopped. Verify that you have
sufficient privileges to stop system services.
To uninstall IMF you need to use the smae account that installed it which
is
what I used, which is a member of the local admin group on the server.
I have tried to stop the IISADMIN service with the server's Built-in
Administrator account and got the same error.
Any help on this would be greatly appreciated as i need to update to
Service
PAck 2 on my Exchange 2003 server.
