Could be a problem with either DC. From the text I just see that they are
not talking.

This is the first DC in the forest and is a GC and Operations Master.

Sounds to me that this domain controller is no longer replicating with
the
other domain controllers that you have. You should be able to verify this
from the event logs. If the dommain controller has been out of the
replicating loop for more than 2 months you might have to forcefull
remove
the domain controller role and the run dcpromo to make it a functioning
dc
again.
