So if I understand you correctly, after a complete rebuild of the OS W2k sp4
the IIS services are not starting? I would start with the application log to
see why they may be failing hopefully there is a KB article related to the
specific errors. Without specific errors to go from a shotgun approach of
removing IIS and then re-adding it and then applying the SP4 may be an
option--but I would hope specific errors in the application log might point
to a quicker solution.

I am happy enough to start over Ward, there was no valuable data lost
anyway. That solution is absolutely perfect for me :) Will let you
know how it goes.
As an aside, I had to slipstream the installation of 2k server with sp4
to get the 2k installation to work, now I can't get the SMTP, NNTP or
IIS services to start for me at all.
Any ideas on how to sort that, apart from reinstalling sp4 as I have
tried that already and it didn't work for me?

A couple of follow-up questions--
are you just wanting to start over with new mailboxes and a new Exchange
server? Or did you want to recover the databases from back to the
Exchange
server you are rebuilding?
If you are wanting to start over I would follow this article below to
remove
Exchange from the AD and then reinstall it and create everyone a new
mailbox:

HI folks
Situation is as follows: A BDC running windows 2k server recently died
on me, despite advice from me, there was no backup exchange server.
Today I successfully ran ntdsutil and got rid of the old server from
active directory, named the new one after it, did dcpromo and it worked
well
I understand I can run with the /disasterrecovery switch but truth be
told there isn't a working backup of the old server and anyway, the
hardware is totally different. The one working backup I have is from
last January and I am very reluctant to go into DSRM to restore system
state or system volume from such an old backup.
Is there an alternative for me here ?
Please, someone say yes and point me in the right direction :)
