Yes, you need to verify the condition of your schema at this point.
If you're installed your schema yet it tells you that it still needs to be
installed, then you need to verify that AD is in order and that your schema
is correctly updated. Removeorg won't remove schema updates, so either the
schema has been updated, or it hasn't.
Re-read the readme and installation notes and verify that you have a
properly extended schema. Check out tools such as dcdiag and netdiag to
ensure that your DC's are replicating properly and that they're up to date.
You'll have to run the schema updates with an account that has EA rights.
Typically you install schema extensions directly on a root domain DC. You
also verify that the schema updates have replicated properly to all DC's
before moving on to domain-level tasks.
Start with the foundation (AD) and verify you have a healthy environment
before trying to install any more Exchange components.

Not realizing that Exchange would not run on x64 platform, I had
completed
the Full Exchange installation upto a confirmation that the install would
not
complete unless Net 1.1 was installed.
I reloaded the server on R2 32 bit. Exchange completed an installation
but
continued to fail to load a complete Messaging Database. Noting that
several
posters were having issues with R2, I decided to restart with 2003, no
SP.
I wanted to clean up the current Exchange mess and completed a successful
setup / removeorg.
The server was reloaded with 2003 and now Excahnge will not install.
BTW, this is not my first install. However the first that is this badly
fouled.
