Try to install the exchange system manager only and then give an acacount
full exchange administrator permissions.

Not realizing that Exchange would not run on x64 platform, I had completed
the Full Exchange installation upto a confirmation that the install would
not
complete unless Net 1.1 was installed.
I reloaded the server on R2 32 bit. Exchange completed an installation
but
continued to fail to load a complete Messaging Database. Noting that
several
posters were having issues with R2, I decided to restart with 2003, no SP.
I wanted to clean up the current Exchange mess and completed a successful
setup / removeorg.
The server was reloaded with 2003 and now Excahnge will not install.
BTW, this is not my first install. However the first that is this badly
fouled.
