Yes, you can get a fully functional OWA 2003 with one Exchange server and no ISA box. That's how my company runs it in fact.

I have read articles that recommend ISA as your firewall. I also
understand that OWA 2003 ha most of the functionality of outlook. can
this only be achieved when I use ISA as my firewall, or can I simply
set up a new portforwarding rule on my router.

Can I setup a fully functional OWA 2003 with only one exchange server
and no ISA server?

Are you asking if functionality is lost if you don't use ISA as your
firewall/proxy? If so, the answer is no.

A client of mine wants to upgrade their 2000 AD to 2003 and upgrade
their 2000 Exchange server to 2003 exchange.

The upgrade procedure is fine, the only thing worrying me is the OWA
in exchange 2003. They do not have ISA server as their firewall. Can
OWA still be setup for thier remote users? so that they access it
via http://url/OWA

I believe currently it is just a port forwarding rule that forwards
incoming traffic to the correct port on the Exchange 2000 box, can
this still be done with OWA 2003 and if it can will that mean that
they lose some of the functionality of it
