That would only be relevant if they are using POP3 or IMAP. Chances are
they are using MAPI.
What you are seeing is something blocking UDP packets. This could be
anywhere along the line. I would probably start out at the client. If you
are using XP SP2, you can create an exception for Outlook, or just to
test, disable the Windows firewall and see what happens.

If you go into Outlook's Options under Tools, and go to the Mail Setup
tab
and click on SEND/RECEIVE you can change the amount of time that it takes
for
an automatic send/receive to occur. Having said that, I have seen this
happen before and I believe it was a sync issue.
