is HTTP Access is allowed for that user ? or other users ? you can check this
by editing the properties of these users from exchange server ADUC console,
and go to exchange features tab, then check if OWA is Enabled for that user
or not under Protocols.

If you have integrated , then you will not have user and password prompt,
you
should logon to the mailbox for the user name logged on to the machine,
for
example if you logged in by using administrator user into the server or
any
pc , with integrated authentication, you will loggon automatically to
administrator mailbox.
if you logged on to pc with another user and accessed the OWA then you
should logon to the user mailbox.
try to put the following in the user and password prompt :
Domain\User
Password
put the domain name before the user then follow it with forwarder slash

If I logon as "administrator" and go to http://localhost/exchange

logs me in atomatically as administrator and works fine. If I login into

server as "Jared" and then go to the same address, it asks me for a
username
and password and will not let me login regardless of the login info.

I can enter administrator and the password and it lets me in.
