Exchange 2003 doesn't activate the POP3 service by default. Go into
Services and set the POP3 to Automatic and then start the service.
Go into Exchange System Manager and make sure that the VSI also
mounted.
You are then good to use POP3. Configure the POP3 client, whatever it
is, in accorance with basic, standard instructions (i.e, your name,
the server name, the credentials etc.)
