111 Exchange 2003 setup fails on /forestprep

Hi all
I have already upgraded my Windows 2000 domain to 2003. All went well
and there are no replication errors of any kind. Now I am attempting
to install Exchange 2003 and I'm getting the error:
"Either you do not have permission to update the Active Directory
schema or Active Directory service is currently too busy"
So I've learned that you can have this error if Exchange 2000 was
previouly installed in the domain but all traces of it were not removed
properly. That is the case in this environment. It was installed, was
removed, but not completely. By this point I have:
* Deleted the remaining Exchange organization from the domain with AD
Sites and Services "service node" option.
*Enabled "update" ability to the schema by adding the registry edit
"Schema Update Allowed"
There is no more exchange server on the domain and the OS that housed
it is even gone. The old Exchange org no longer shows anywhere in the
domain schema and I can't find any remnants of it anywhere. So I'm at
a loss for what to do next and looking for ideas. I was thinking that
since I've seen other permissions errors like Enterprise Domain
Controllers not having write access and giving the error "This action
Is Only valid for Products that are currently installed" when admin
tools, that perhaps there are some leftover permissions issues caused
by the domain upgrade. Would upgrading the domain functional level to
2003 correct some permissions issues? Otherwise, any ideas on what to
do next?
