Yes you can set up RPC over HTTP on Exchange Standard. Microsoft has
outlined a procedure just for this
(http://support.microsoft.com/default.aspx?scid=kb;en-us;833401#9).
The server must also be in the Global Catalog Role in order for RPC
over HTTP to work.
And when you are authenticating you must type the username as
domain\username.
Also the check name function will not work unless you are on the
interal network. That's okay that it doesn't check if you are on an
external network.
Also if you go to the office11 (or office directory dependent on
version of Office) you can launch outlook as outlook /rpcdiag. This
will bring up a nifty window that show how outlook is getting its
information from the Exchange server. If it says tcp/ip then it is not
using RPC over HTTP. It must say HTTPS if it is using RPC over HTTP.
