I'm fairly certain that this is a known issue in environments where you
don't have an Exchange front-end server and therefore you just have back-end
servers. Is that the case here? Implementing a front-end server fixes
this, meaning if you access your mailbox via the FE you can reply and
forward to public folder posts. I'm sure there was a KB article on this -
I'll see if I can find it.
