If these are in an entirely different Exchange organization, different
domain, etc., you might be best off using something like Quest's Recovery
Manager for Domains (www.quest.com) - it's well worth the price.

Otherwise, exmerge.

Re permissions / settings - don't know what you refer to, but if you get
their mailbox data into their new mailboxes, the new user accounts will have
permissions to them.
