Exchange 2003 Installation Problem on Win 2003 SP1 : WMI 0xC103798

I am installing an additional Exchange 2003 on my domain. The machine has a
clean installation of Win2003 SP1.
I've made sure that IIS, NNTP, SMTP and ASP.NET are all currently running on
the machine. However, midway throught the installation, I encountered the
following error..
The error message is
"Setup encountered a fatal error during Microsoft Exchange Messaging and
Collaboration Services of Install component task. Error code 0XC103798A
(31114): An internal component has failed"
The Exchange Server Setup Progress Log:

and it ran cleanly
