site consolidation

I just started working at an organization with 5 different win2k forests
(with trust relationships setup between each one) each with their own
exchange 5.5 site. Obviously, I want to consolidate these as much as possible
so to that end, I've installed a win2003 server with exchange03 in one of the
domains. My goal is to migrate all the users from each domain into one
contiguous domain.
I was able to install windows 2003 on the new server with no issues. I then
promoted it to a domain controller after extending the win2k AD schema. Now
I'm working on installing Exchange 2003 but I keep running into a series of
errors.
The first error that occurs is that when I attempt to setup the ADC with the
ADC Connection Wizard for the various sites, I'm only able to access 3 of the
5 exchange 5.5. sites. The other two continually report "the server is not
operational" when I try to connect to them. I've used LDP to establish that I
can, in fact, connect over LDAP with the proper port assignment. They're not
reporting an incorrect username or password, so I'm slightly confused as to
why I cannot communicate with them.
Since I'm not really interested in syncing AD with Exchange for each of the
4 remote sites until those users are migrated into the primary domain, I
figured I could simply skip the ADC Connection Wizard and create a manual CA
between the primary site and itself. (Since I do want the first site to have
AD and Exchange totally in sync) I did so, and then proceeded to try to
install Exchange 03.
However, at a key moment in the installation of exchange 03, the setup
coughs up an error and dies. After reviewing the Exchange Server Setup
Progress log, I've found that it dies when attempting to run the ADC saying
that an unknown error has occurred. When I check the ADC log, it says that it
failed to bind to the GC server using LDAP. (The credentials field is,
ominously, blank.)
Any ideas?
