I tried the article in KB 555316 and found out that it only works sometimes.
I could not ever get RPC over HTTP to work with Windows Server SP1, until I
realized one very important thing:
It seems that if you install Windows Server SP1 -BEFORE- you install
Exchange Server with RPC over HTTP, then everything works fine. However, if
you install SP1 first and then you try to install and configure Exchange
Server with RPC over HTTP, then it doesn't work.
So, try installing Exchange Server and configuring RPC over HTTP before you
install Windows Server SP1.
It worked for me and I'm currently running Exchange 2003 Enterprise Edition
with SP1 and Windows Server 2003 Enterprise Edition with SP1.
