Configuring RPC over HTTP

After configuring RPC over HTTP, my HTTP virtual server will not start. I
get the error message "Can't start HTTP virtual server. Cannot create file
when that file already exists. Facility: Win32 ID No: 800700b7 Exchange
System Manger" Also, my default web site will not start and returns with the
error "IIS was unable to start the site. Another site may already be using
the port you configured for this site. Please select an unused port for this
site." I ran netstat to find out what is using the ports 80 and 443 that
could be causing the problem, but nothing was found to be using those ports.
I also followed the fix from the knowledge base, ID: 890015, also to no
avail. Any help with this would be appreciated.
