OK, I don't think I am following. I don't understand what it is you are
trying to achieve.

First of all, organization and domain administrators are specifically denied
"Send As" and "Receive As" rights for all users in Exchange 2003
(http://support.microsoft.com/?kbid=823143).

Here are a couple of questions that I have:
1.) Are users having problems accessing their mailboxes? For example,
can User A access User A's mailbox?
2.) Are you trying to allow for administrators to have mailbox access to
all user's mailboxes? Even though you are not running ExMerge, you should
be able to follow the steps listed in
http://support.microsoft.com/?kbid=823143 in order to achieve this.
